PTEs and other providers offering programmes to international students that they believe prepare students for university study may apply to the NZVCC for recognition of those programmes. Recognition means that all New Zealand universities will be prepared to consider applicants who have completed the programmes, within any limitations that might have been imposed (e.g. suitable preparation for business qualifications only).
Foundation programmes should be offered mainly to international students. Domestic students may be enrolled only if they have completed Year 13 at a New Zealand secondary school or have reached the age of 18 years.
